Andrew Norman is a known member of Citizens Against Satanic Music (CASM) and has misdemeanor convictions for mail fraud. He has frequently singled out Devil's Playthings on CASM's internet site. Intel believes he's one of the gunmen that stormed Sellers Street Auditorium. He was voiced by Ron Yuan.

Andrew Norman makes an appearance in the Sellers Street Auditorium mission in SWAT 4: The Stetchkov Syndicate. He is a slim Caucasian man in his forties. He has blonde hair and brown eyes. He wears a grey sweater with CASM logo on it's back, brown trousers and gray shoes.

Andrew Norman can usually be found either in the rear loading dock on the first floor or in the stage prop storage on the second floor of the auditorium.
